Request for information/assistance-

I need to locate software that will allow me to read Chinese (simplified and
complex) characters in a windows/DOS environment either from downloaded
files (inefficient) or on-line without first saving to disk (efficient).

Disk and ram requirements, operating system version, file configurations,
etc. are issues I need to consider.
