drawing immigrants from the Carribean and South America. Maybe someone was
planning it that way all along?

Nevertheless, that industrial development will take a little time, and
for the present, anti-immigrant hostility is rising dangerously. Prop. 187 is
not the most reasonable way to reduce illegal immigration.

Why couldn't NAFTA have done more to change labor conditions and the
freedom to organize? Well, who negotiated it in the first place?
