paper about a police commisioner who was having some success with the
prosecution of brothel customers, particularly those offering
the services of young children. He had even gotten extraditions from some
European countries. Evidently a significant part of the customer base is
sex tours from Europe and Japan (though the people who sign on to the
tours are not limited to those points of origin).
