I don't think O'Brien so much disagrees with me as emphasises a different
(and critical) aspect of how what jobs that there are, are allocated.
Despite the lip service that is paid to "hire the most qualified person",
what constitutes the "most qualified person" is usually so vague as to allow
for a wide range of "political criteria" to enter the hiring and promotion
process.
