Because we are a perverse lot who do things like that just to annoy the
rest of the world. We take special delight in this, because the rest
of the world is so easily annoyed.
Actually, I prefer (and use) the unambiguous 20 OCT 1995 favored by our
Department of Defense before they went ISO (further reason why we
Americans so distrust our government - it is all a foreign plot).
