Not much difference there I suppose.
Not in the final analysis. He did try to starve as many Ukrainians as pos-
sible, and he had no problem with outright slaughter of non-Russian ethnic
groups inside the USSR. But, as I think you originally stated, he found
lots of people to kill domestically (and thus keep it better-hidden, so far),
whereas Hitler went abroad to get his victims.
