An interesting question which has been the concern of a number of
bureaucrats as well as Bell Curve authors. You're right to be concerned.
The State of Maryland now offers free, but limited public access. Given
budget constraints, who controls the information gateway could become an
important social and political issue, PROVIDED this medium lives up to
expectations.

This is a question worthy of the next Ralph Lee Smith. It certianly could
be a Hell of a publishable and profitable doctoral dissertation!!
