My aplogies for entering into the fray again . . .

This is off-topic, I know, and I hate to make a post like this, but I really
do neat a clarification about something RJ keeps bringing up and I have yet to
receive one from him himself, though I have asked (perhaps incoherently?)
several times.

I'm not being antagonistic, accusatory, or anything else. I am not offering
an opinion on the matter at the moment. I am merely asking this question: can
somebody PLEASE explain to me the law to which RJ keeps referring??????

It is an oversight in my erudition which I think should be corrected . . .
