One of the earliest results of Prop 187 was that its restrictions on
education for undocumented aliens, from elementary to college, was
temporarily stayed by a judge. ... An important feature of this issue is that
*all persons resident in the United States, of any legal status, are entitled
to attend public schools* according to a major Supreme Court decision entitled
"Plyler v. Doe."
