You might try the recent book by Catherine Newbury, The Cohesion of
Oppression: Clientship and ethnicity in Rwanda, 1860-1960, NY: Columbia
UP. Also, Ian Linden's Church and Revolution in Rwanda (1977) - Both are
discussed in a good anthro review article by Alex De Waal in the TLS,
July 1, 1994, called "The Genocidal State: Hutu extremism and the origins
of the 'final solution' in Rwanda".
