Hatfield Amendment in Holding Pattern

A decision on the Hatfield Ammendment to the Senate's budget resolution for
FY96 is being held over until later today. The goal of the amendment is to
modify the Sentate's FY96 budget resolution to eliminate the resolution's
assumption that NIH funidng will be cut by appropriators by more than $1
billion next year and then remain frozent at that reduced level through
2002. The resolution approved by the House last week assumes a 7-year
freeze for NIH at 5% below this year's level. Passage of the Hatfield
Amendment on the Senate floor this afternoo would give biomedical research
a significant boost in negotiations that will craft the final version of
the resolution.
