One approach would be to avoid any labels that imply hierarchical
relationships where none exist. Here are some suggestions for
alternatives:

Indigenous peoples - has the same implication as the once-more-popular
"natives," referring to descendents of the first human inhabitants of a
particular geographic region.

Aboriginal peoples - similar to above

Non-literate societies - refers specifically to groups whose
traditions do not include written language.

Traditional societies - connotes those groups characterized by
social structures and customs that have not been supplanted as a result
of modern Colonialism
