Inclusion of previous messages in postings

For the record, I agree with the folks who think we should be judicious in what
we include from previous postings. When possible, let's include just the key
point we are reponding to; and then only if it's not clear from the "Re:" line.
Of course sometimes it may be necessary to keep more than this, but surely not
