Proposal #17

Only people of native American descent shall be permitted to
own land or natural resources within the American continent.

Proposal #18

All people not of native American descent shall be deported
from America forthwith.

P.S. I presume the Australian Aborigines will be getting all of
Australia back, too; can someone tell me whether I should be packing
my bags for China, Germany, Poland or Israel? (My mother is of
German/Jewish/Polish extraction, my father's parents came from China.)
But hang on, Israel belongs to the Palestinians, what *are* we going
to do with all those Jews?

P.P.S. Yes, I know there are serious issues involved here. Given the
level of sophistication shown by this series of Proposals, however,
I don't think they're much use except as a source of humour.
