BRIEF DESCRIPTION OF DUTIES:
The Assistant Director develops, in conjunction with the Director
and staff, the American Folklife Center's strategic plan, which
includes goals and objectives, timelines for implementation,
resources required, potential or actual
Library/organizational/public or private-sector partners, target
audiences, and methods for evaluating the performance of the
Center in achieving its objectives. Manages the process of
collaborative planning to ensure the effective implementation of
the strategic plan. Coordinates all aspects of organizational
planning, including personnel, budget, and space planning.
Develops the Center's annual budget request, including fiscal
projections and budget justifications. Monitors the expenditure
of the Center's appropriated funds and revolving, gift, and trust
funds established to benefit the Center. Maintains liaison
relationships with the Financial Services Directorate and the
office of the Associate Librarian for Cultural Affairs regarding
budget and personnel issues. Works in fundraising and in
securing other resources for support of the Center and its
programs. Supervises the Center's staff as delegated by the
Director and facilitates the work of the Center's staff
committees. Manages projects and special initiatives involving
field and library research, publications, documentary media, and
public presentations.

MINIMUM QUALIFICATIONS:

One year of specialized experience at the GS-13 level in the
Federal Service or at a comparable of difficulty outside the
Federal Service which demonstrates a minimum level of proficiency
in each of the following knowledge, skills and abilities (KSAs):

1. Ability to plan and develop projects and activities
that implement a strategic plan.

2. Ability to administer cultural projects and supervise a
culturally diverse staff.

3. Knowledge of folklife, folklore, or allied fields.

4. Ability to communicate orally.

5. Skill in writing.

QUALITY RANKING FACTORS (KSAs):

Quality ranking factors are presented in bold. The statements
beneath each factor relate each factor to specific duties of the
position.

1. ABILITY TO PLAN AND DEVELOP PROJECTS AND ACTIVITIES
THAT IMPLEMENT A STRATEGIC PLAN-- to coordinate all
aspects of organizational planning, including
programming, personnel, budget, space planning, and
implementation of the American Folklife Center's
strategic plan.

2. ABILITY TO ADMINISTER CULTURAL PROJECTS AND SUPERVISE A
CULTURALLY DIVERSE STAFF-- to develop and monitor
budgets, supervise staff, manage projects and programs,
participate in fundraising, monitor special
initiatives, and further the practice and spirit of the
EEO program.

3. KNOWLEDGE OF FOLKLIFE, FOLKLORE, OR ALLIED FIELDS-- to
represent the American Folklife Center with other
institutions involved in folklife, ethnomusicology,
anthropology, ethnology, and related fields; coordinate
activities with outside organizations; and identify
potential partnerships with public agencies,
organizations, and institutions.

4. ABILITY TO COMMUNICATE ORALLY-- to represent American
Folklife Center in contacts with peers, media, and
other institutions, to meet with staff and contractors
to provide advice and assistance; to maintain internal
and external liaison relationships; and to deliver
presentations at professional meetings and conferences.

5. SKILL IN WRITING-- to provide information about the
American Folklife Center and follow-up needed to obtain
funding; to develop project proposals, plans, status
reports, and analyses; to prepare reports for Congress,
Library management, and the public; and to draft
contracts, cooperative agreements, and applications for
funding.

HOW TO DEMONSTRATE COMPETENCE ON THE KSAs: Applicants must
address each KSA on a separate sheet of plain paper in order to
be considered for this vacancy. Applicants should not simply
repeat entries from their employment application in addressing
each KSA, but should elaborate on any specific experience (as an
employee or volunteer), training, educational courses, and awards
that demonstrate possession of the identified KSAs.

EVALUATION PROCESS: Applicants are first assessed against the
minimum qualifications requirements for the position. To be
minimally qualified, applicants must demonstrate a minimum level
of competence in the knowledge, skill, and abilities (KSAs)
required to perform the duties of the position, and must have the
length of time and level of education and/or experience as
specified in the announcement. Applicants who are minimally
qualified will be further evaluated to determine the degree to
which they possess the KSAs identified as quality ranking
factors. These KSAs are assigned values for purposes of rating.
This rating process will determine who will be referred to the
selecting official for further consideration.

REMARKS:

Appointment/retention is subject to a favorable evaluation of an
appropriate personnel security/suitability investigation.

The Library reserves the right to fill any number of the above-
