This view has been around for a long time, and recurs in, amonother
places, the writings of Samuel Butler and Arthur Koestler. It's popular
with those who want to see experience drive change, be it social or
biological.

There is some interesting discussion of these views in _The Eclipse of
Darwinism_ by Peter Bowler, 1982.

It ain't science, though.
