Some of the instruments used to measure sex differences in cognition are
pretty reliable. MRIs come to mind. So it's pretty well established
that the gender differences in cognition are not merely "apparent."

This doesn't speak to the ontogeny of those differences, of course.

As is rejecting evidence for such claims out of hand. Determinism is
determinism. Environmental determinism that ignores genetics and brain
structure is as silly as genetic determinism that ignores developmental
environments.
