No, no, Papua New Guinea and the Solomons and thereabouts.
Otherwise, ok. Got a big boost during and after WWII, what with
the allies importing all that material wealth, and then shoving
it into the sea after it was all over...but it wasn't just the
wealth, it was the question of various indigenous
groups establishing local political hegemony, and using promises
of more of that kind of wealth to come. Probably piggy-backed on
the local "big man" system.
