I think you may have a somewhat muddled arguement.
Rites of passage are not always public or ceremonial events, although
in tribal culture they do tend to be.
In western culture, for example, events leading to maturity or
changes in social status may be either public (eg.weddings,exams) or
more private in nature (eg onset of puberty.)
