HOW STUPID CAN A UNIVERSITY BE?

Poor Richard's favorite university constantly complains that it has no money.
That same university prevents Poor Richard from spending the money on his
NIH grant.
You see, Poor Richard (being poor) was not able to get an unadulterated
NIH R01; instead, what he has is a little "piece-of-the-action" on an
NIH grant PI'd by someone else.
But even this money is not allowed to be spent by the big bad Chairman
of the university department in which the PI sits. You see, if the money
were to be spent, both the PI and Poor Richard might be even more important
than the chairman! So, to prevent the embarassment, why not let the
money just expire.
And now that chairman don't get a cut of the indirect costs, I guess
the university will just have to forgo its allotment.
Too bad for the complaining university....
