There are other possible explanations for the redshift
than expanding space. These include some sort of net gravitational
deceleration with distance and reddening by intermediate matter/plasmas.
The redshift would still be a distance and age indicator, but no
longer mean an expanding origin.

Expansion is still the most convincing explanation for most astrophysicists.
