There's a very simple way to reduce or eliminate this,
and it is totally the opposite of what Gingrinch, et al., are
proposing, _eliminate poverty_! This is not a race issue, it
is a CLASS or ECONOMIC issue. Teenage pregnancy rates correlate
with and lag poverty rates by ten years.

This too is easy to solve, integrate the inner cities.
Integrate poverty, then targets for crime of all races will
be easily available.

The answer is obvious in the parentheses, but the
claim itself is doubtful. Do you have an encyclopedia on
blaming the victim?
