The following message is provided to the historic preservation community as a
service of ACRA, the American Cultural Resources Association.

Folks, the time has come that the Senate and House are set to meet in
conference to decide the fate of the various historic preservation bills that
each of the individual houses voted on earlier this summer. This includes
the bill to fund the Advisory Council, BLM, Forest Service and other agency
programs dealing with historic preservation in this country. This is NOT the
time to let down. Don't be lulled into thinking that the only outcome will
be a compromise between the two house versions of various funding bills.
Things can change drastically depending upon the pressure applied by special
interest groups. Following is a message from Loretta Neumann of CEHP who has
been following this legislation trail closely.

ADVISORY COUNCIL ON HISTORIC PRESERVATION: The Senate bill includes $2.=

calling for its elimination. This is over $500,000 less than the House
approved. The House voted 267-130 to restore full funding of the Council=
at
$3.063 million. PLEASE SUPPORT THE HOUSE AMOUNTS.

HISTORIC PRESERVATION FUND: This program provides critical support to St=
ate
and tribal programs to implement the National Historic Preservation Act. =
The
Senate version of the bill would cut the Historic Preservation Fund by a
little over $1.7 million or approximately 5%. The House version had kept =
the
funding level at last year's amounts. PLEASE SUPPORT THE HOUSE AMOUNTS. =


NATIONAL TRUST FOR HISTORIC PRESERVATION: The National Trust helps
communities throughout the United States. The Trust proposed and the Sena=
te
accepted a 5-year phase out of their federal funds. The House included on=
ly
$3.5 million this year and proposed no funding in future years. PLEASE
SUPPORT THE SENATE AMOUNTS.

FOREST SERVICE: The Senate cut the Forest Service's heritage program fro=
m
$14 million in the House to $13.1. (The Administration request had been
$18.5 million). PLEASE SUPPORT THE HOUSE AMOUNTS.
