In as many as has 'codified' law systems (at least) compounded by all
the 'codified'-laws listed to cover any possible contigency, no
matter how relevent or not, conflictive or not, but income producing
anyway, to then either go 'by the book', or be disparate and just go
around all the contingencies and, not only, acutally do something,
but even, get something done.
