Perhaps here in NY the gang scene is less influential than in LA, but
that still is no excuse fore revision to barbaric practices in teh
name of law. The same pioneer attituse that makes "john wayne" laws
exist in many states, is the same attituse that holds individual
freedom as teh defining paradigm of american culture. (its
5AAM..excuse the typos and rambling style this AM!)
Anyway- i dont think the phrase "rule of terror" can be applied to the
gamngs, who are not an official sanctioned form of government or law
enforcement (even though they may share function if not purpose with
the 2), but a police force and judicial system designed to extract
obedience through fear, intimidation, and violence is.
I dont recall who said it, but in an article on teh caning of faye one
person wrote "violence is what started most of these people (vandals,
gangbangers,etcetc) on their life of crime, lets not try to use it as
the cure."
