Bradley's Black Hill's legislation

I have another question from my students that I don't have a reply for?
Can anyone tell me what the status of Bill Bradley's legislation regarding
giving Federal land in the Black Hills back to Native Americans in the
region for development as a national park? Bradley proposed this
legislation a number of years ago. I assumed that it was killed in
Congress, but would like to be informed about the recent status of this
situation.
