Actually, it may surprise you to know that the new director of the usgs
cut 4 top level "deadwood" types when he began. they have also been
belt tightening there for some time. compared to many university depts,
there is less deadwood at the usgs.

granted there needs to be an overhaul of the gravy train for the civil
service. but you might remember in calling for that, that many civil
servants work for years at salaries that are significantly below the
amount the private sector pays for the same work!! in the case of the
usgs, that can be a difference of $20,000-50,000!!
if we want to retain talented people in the civil service (as
opposed to the types likely to be deadwood), then we either need to
pay competitive salaries or reward them with reasonably livable pensions
at the end of it all.
